Steven Taylor, P.Eng., M.Eng., P.E.,CVS-Life
Steve est un spécialiste de la valeur certifié (CVS)-Life et un ancien président d’AVC. Il est le président de BT Engineering Inc. et possède plus de 35 ans d’expérience dans la planification et la conception des transports, ayant mené à bien quelque 1 500 projets. M. Taylor a 25 ans d’expérience dans la réalisation d’études de valeur. Il a entrepris des études d’analyse de la valeur/ingénierie de la valeur pour environ 175 projets dans une variété de provinces canadiennes et d’états et de municipalités américains dans les domaines du transport, du traitement de l’eau et des eaux usées, et de leurs installations. Ces études vont de projets conceptuels à des examens indépendants d’ingénierie de la valeur de projets aux stades de la conception préliminaire et détaillée, ainsi qu’à des examens de constructibilité. Il est un spécialiste de l’animation et a animé des ateliers inclusifs avec diverses parties prenantes, des groupes indigènes aux commandants de l’armée. Au début de sa carrière, il a été le premier à utiliser des études de planification de la valeur avec la participation de la communauté.

Abstract
Diversity, Equity and Inclusion are key to developing best value solutions for any project, process, service or product. Yet it can be difficult to meaningfully involve a diverse group of stakeholders in an inclusive process where every participant feels part of the solution. A facilitated value study seeks to enable participants to understand project goals and needs through the language of functions. Function Analysis moves the focus away from the expected solution and places the focus on the required needs (values). To achieve an equitable solution that is fit for purpose the needs of all stakeholders must be understood. Value Planning and World Café workshops enables participants from any background to share their perspectives in an inclusive process. Project examples will be given of using Value Planning and World Café workshops to understand the needs of non-technical stakeholders including community groups, the public, indigenous groups, students, and the visually impaired. Workshop techniques adapted for a facility study for the Canadian Armed Forces involving working level through to senior command will also be highlighted.Presenter

Steve is a Certified Value Specialist (CVS)- Life and a past VAC president. He is the President of BT Engineering Inc. with over 35 years of transportation planning and design experience completing an estimated 1500 projects. Mr Taylor has 25 years’ experience in completing value studies. He has undertaken Value Analysis/Value Engineering studies for an estimated 175 projects in various Canadian provinces and American states and municipalities in transportation, water and wastewater treatment, and facilities. These studies have ranged from conceptual projects to independent VE reviews of projects at the preliminary and detail design stages, as well as constructability reviews. He is a specialist in facilitation and has facilitated inclusive workshops with diverse stakeholders from Indigenous groups through to commanding officers in the military. He pioneered the use of Value Planning studies with community participation in the early part of his career.
