Description : Presentation describes what a Functional Performance Specification (FPS) is and how a FPS helps characterize business needs, product needs, and stakeholder needs. A case study for determining the functional requirements for a truck inspection station building is highlighted. The use of FPS in determining and clarifying stakeholder requirements is demonstrated.

Description : Presentation outlines how Value Management improved the emergency room of the Lincoln Medical and Mental Health Center in New York City. The primary motivation for the VE study was constructability concerns and phasing of the construction while keeping a very busy hospital functional. An augmented VE job plan with business process modelling was used at 90% design involving subject matter experts, hospital staff, and a patient. Presentation outlines how the modified job plan delivered results and resulted in much more satisfying project that met everyone's objectives. VE study brought everyone together to a level of listening, communicating, analyzing, absorbing and complimenting that enabled the development of a better solution.

Description : Presentation highlights the City of North Bay's use of Value Engineering to improve the design and cost of a water treatment plant. The VE study team determined that there were missing components in the design that needed to be included in the cost estimate, created buy-in for the design and sense of ownership. The study concludes that there were challenges getting buy-in from the designer but that the VE study process was worthwhile.

Noted that the best solutions not necessarily the cheapest, that other disciplines are needed on transit studies, and that customization of elements is a key opportunity to reduce cost without losing functionality.

The VE study was focused on improving pedestrian transfer capacity and improving access to a transit station. Highlights the success of Value Engineering and Value Analysis in Dutch ProRail projects as the study brought about greater understanding of the needed functions, and help the Town Council and the Transit agency work together on a cost effective solution.

Description : Presentation focuses on the Dutch transit agency, ProRail, experience in modifying the VE process to meet the needs of their transit agency. Paper describes the introduction of VE or Value Analysis to the Netherlands transit authority from 2002 through to establishment of a corporate Value Engineering policy in 2005.  Much of the focus is on doing shorter studies to meet time constraints of ProRail and through early successful VE workshops gain acceptance of longer, more involved VE studies. The return on investment from the VE program for this transit agency is 60:1 with over €55 million and an 18% performance increase.
